Every four or eight years, the United States undergoes a remarkably smooth transfer of power, thanks to considerable planning by government officials, academics, and staff from the incoming and outgoing presidential administrations. On Sept. 22, 2016, as part of the Herzstein Texas National Security Forum, Director of National Intelligence James Clapper gave a keynote address regarding that transition. After the address, Clapper was joined on stage for a conversation between LBJ Library Director Mark Updegrove, Admiral Bobby Inman, former Director of the National Security Agency and Deputy Director of the CIA, and Stephen Hadley, former National Security Advisor.
