On March 19th, when California mandated that non-essential businesses close, he became one of countless people who were unable to work. But he still had bills to pay. So after a while, he started cutting hair out of his garage. “I was raised with electricity cut off,” says Diggs. “I was raised with walking to the store to buy two or three packs of ramen noodles.” “So for me to be able to take care of my kids without those worries …that's the American dream.. And now I'm living the American Nightmare.” California is slowly allowing barbershops and beauty salons to open back up in some areas, and as yet, Diggs hasn’t faced any consequences for continuing to cut hair. But where he lives and works, barbershops are still supposed to be closed, and Diggs has no intention of stopping. VICE News visited Diggs in San Jose to see what it’s like operating a barbershop on the grey market.
