Markham interviews Chris Severson Baker of the Pembina Institute about a new study - "The oilsands in a carbon-constrained Canada: The collision course between overall emissions and national climate commitments" - that shows the 100 Mt/year emissions cap could be exceeded by 2030 with immediate and serious changes to regulations and carbon pricing for large emitters.
