Hamden, Haven County, Connecticut --- Town police are conducting an internal investigation this week of an incident that shows officers allegedly acting aggressively during an arrest in February 2018. The Body camera footage released Tuesday, reportedly shows the arrest of Victor Medina, accused of leading police on a chase in his car. Medina eventually pulls over in his driveway, and in the body-camera footage the news station posted, an officer can be seen telling Medina he would be shot if he did not comply with the officer’s orders, while another officer references Immigration and Customs Enforcement while speaking to a Latino passenger in the car. Acting Police Chief John Cappiello said Wednesday that the conduct featured in the video is “concerning,” which prompted him to order the internal investigation. The two officers involved were Officer Andrew Lipford and Sgt. Michael Sigmon, Cappiello said. They have not been placed on leave, he said. Mayor Curt B. Leng called the actions of the officers “disgraceful” in a statement early Wednesday morning. “I do not expect, and will not tolerate, these types of actions by any of our law enforcement personnel,” Leng said. “Acting Chief Cappiello has launched an immediate internal investigation into this incident, and I will work closely with the Chief and the Hamden Police Commission to ensure that that the investigation is as thorough as the situation demands and deserves.” Appropriate action will be taken, Leng said. “As many know, I am a strong supporter of our local law enforcement and respect so many of our public safety men and women that work tirelessly for our community every day,” Leng said. “Certain actions taken and words spoken in the video shown today have no business being part of Hamden law enforcement. Period.” Councilors Jody Clouse, Harry Gagliardi, Athena Gary, Justin Farmer, Brad Macdowall and Lauren Garrett decried the actions of the two officers as “disgraceful” and “unacceptable” in a statement Wednesday. They called for a creation of a civilian review board to help hold police accountable and urged that the results of the internal investigation be made public to help bolster trust in the department. “These actions must be taken seriously. The threat of ICE involvement is in direct opposition to the arrangements we have been assured exist in Hamden,” said the councilors. “We must work together to ensure Hamden is and remains a sanctuary for our community.” Medina was charged Feb. 8, 2018, with illegally operating a motor vehicle under the influence, engaging police in a pursuit, and failure to obey traffic control signals, according to state judicial records. He has pleaded not guilty to all three charges.
