Harvey Franco has lived in a grey tent pitched in downtown Los Angeles for 11 years. Every morning, he wakes up at 5:30 to dismantle it and wait. He thinks it’s a crock. A little over two years ago, Los Angeles committed $4.5 billion toward ending homelessness — the most money voters anywhere in the country have pledged toward the problem. At the last count, there were more than 52,000 homeless people in the county.
