In the past, leaders from the House and Senate have come together to study the health of the institution, make recommendations, and subsequently update internal organization and procedures to fit with the times. The Legislative Reorganization Acts of 1946 and 1970 both strengthened Congress considerably. A distinguished panel of former members of Congress will discuss if Congress is due for an internal review, and willing to look inward.
