The debate over policy approaches to cybersecurity standards in the public sector have tended to get bogged down in the merits of entirely public vs. private approaches. This panel explores a set of emerging policy tools with distinctly partnered public-private profiles: cyber safety standards in the automotive industry, cyber-insurance, consumer notification, and software vendor liability. Each of these ideas presents opportunities and challenges for policymakers, requiring us to look at the tradeoffs they embody.
