He is writing his dissertation on the economics of drug policy. Baroness Meacher Baroness Meacher is Chair of the All-Party Parliamentary Group on Drug Policy Reform and an advocate of decriminalisation. She has called for an end to the war on drugs, favouring health-based treatment. Sebastian Saville Chief Executive of Release, a charity which supports and advises drug addicts, Sebastian Saville is a former heroin addict himself, and questions the legality and effectiveness of the war on drugs. OPPOSITION: Antonio Maria Costa Antonio Maria Costa was an Under-Secretary General of the UN and former Executive Director of the UN Office on Drugs and Crime. He has written a number of influential articles on the economics of the drug trade. Lord Harris Lord Toby Harris is a Labour peer and former head of the Metrpolitan Police Authority. He currently Chairs the All-Party Parliamentary Group on Policing and was President of the Cambridge Union in 1974. Tim Hollis CBE QPM Tim Hollis is the current Chief Constable of the Humberside Police and the country's lead police officer on drugs policy.
