HVAC Intermittent Problem - AC doesnt start every time - Hard Start helps low house voltage

This is how i fixed my AC condensing unit. During 4pm to 8pm everyone in the neighborhood turns on their AC (peek time). That drops the voltage across the neighborhood and compressors have a hart time starting up with low voltage. My solution is to install a "hard start". This kick starts the compressor.
