Hermosa Beach City Manager justifies irrational financial spending for the City to claim municipal "Carbon Neutrality" by 2020. Further stating Carbon Neutrality is a service as Police Services and Fire Services. On 02-24-15, City Council approved 4-1 to participate in the political activism of Carbon Neutrality.
