This was part of the www.mariokart64.com message board challenges that took place earlier this year. The rules of this challenge were that you had to drive Banshee Boardwalk without using the R button up until the exit of the bat-house, going to the left of the first wall and the pillar before the exit. Luigi was the only character that could be used. This was the winning strategy and the second best time, behind Zoran Tintor.
