From 2011 to 2015, the average monthly rent in Mountain View, home to Google and the heart of Silicon Valley, rose by more than 52 percent. According to the Mountain View Tenants Coalition website, "The Community Stabilization and Fair Rent Act," as a new proposal is named, will limit rent increases to between two and five percent.
