Stephan de Spiegeleire, Senior Strategic Analyst at HCSS, offered a compelling view on the development of foresight in the context of (military) planning and strategy. He suggested that the military world is one of the few sectors that has consistently taken foresight seriously, and accepted and engaged with the 'uncertainty' that comes with planning for the future. Comparing the foresight cultures in Singapore ('Elite, top-down'), Europe (EU-level), and US (private/public think tanks), he finally offered some thoughts on what he called 'Foresight 3.0', or 'meta-foresight', a mode of futurism that takes stock of different primary foresight studies.
