When climate change is connected to fossil fuel industry (as the overwhelming majority of climate scientists have done) it becomes clear that the consumers of fossil fuels should be paying the flooding bills. If someone receives their energy from renewable energy sources or any energy source that does not transfer fossil carbon from the earths crust into the atmosphere, they are not causing the climate change problem and do not need to pay. The most direct way to transfer the moneys for the flood mitigation would be to place a fee on all fossil fuel consumption.
