Last spring the Department of Commerce announced that it would relinquish its last vestige of control over the technical functions of the Internet. The U.S. government said it would irretrievably transition key Internet domain name functions to the global multistakeholder community and asked ICANN to develop a plan for that transition. Despite the fact that this transition has long been advertised by Commerce, it shocked many policymakers in Washington. Perhaps the shock was due to the finality of transition or perhaps it represented an epiphany that the Internet was indeed critical to our nation’s goals in the areas of commerce, communications, and democracy. Regardless, the impending transition has generated a surprising amount of debate. Our panel will discuss the IANA transition and whether the U.S. and the world is ready for it.
