Around 6:00 Sunday morning, a Johnson City Police Officer attempted a traffic stop on a black Chevrolet Avalanche in the area of East Fairview Avenue, and Baxter Street. According to Johnson City Police, the driver, 63-year-old Robert C. Allen, refused to stop and was able to elude officers after reaching "dangerously high speeds" in the 30 mph zone. The vehicle was later seen turning onto Brentwood Drive by another officer, who then followed Allen to 117 Brentwood Drive. Allen parked the vehicle and ran inside the home after several attempts to close the garage failed. An officer observed Allen wearing a bath robe, underwear, and some type of cordage around his neck. Police say Allen emerged from the home clothed and allegedly holding an American flag in one hand and a and a bicycle horn in the other. Officers say he began honking the horn and marching in front of the garage. Soon afterwards, he was taken into custody.
