Watch the Odessa City Council obfuscate, deny & misdirect as citizens try to pin them down on the "voluntary" Parks donation that they automatically enrolled all Odessa water customers in 6 years ago. We are attempting to discover where the money is and why the Council nor the foundation followed the ordinance or the contract.
