When the existing runway reached the end of it's service life, the International Falls-Koochiching County Airport Commission was faced with reconstructing the runway without interrupting its service. A unique multi-phased approach provided the solution and included turning the previous taxiway into a temporary runway to ensure flights were not interrupted.
