Indian police have charged 15 people in connection with riots triggered by a new citizenship law that critics say excludes Muslims. At least 53 people died in the unrest in New Delhi February. Rights groups say opposition activists and academics were detained, while politicians who incited violence weren't arrested. The government and police reject allegations of bias.
