It's been praised as historic, but received by many with caution. Libya's warring sides have agreed to what the United Nations is calling a permanent ceasefire. The deal was signed after nearly a decade of conflict - triggered by the downfall of longtime leader Muammar Gaddafi. Libya's been in turmoil ever since he was removed from power in 2011. There've been two rival administrations - one in Tripoli - and another in the east in Toubruk. Both sides praised the deal and promised to abide by it. But what are the guarantees?
